The Hoover Institution on War, Revolution and Peace at Stanford University names University of Arizona Eller College of Management professor Dr. Gary D. Libecap 2005 Hoover National Fellow.

Libecap joins past fellows and Nobel Prize winners Milton Friedman, Gary Becker, and Douglass North in this prestigious appointment.

TUCSON , Ariz. – September 7, 2004 – Gary D. Libecap, Eller College of Management professor of economics and law, Anheuser-Busch Chair of Entrepreneurial Studies, and Director of the Karl Eller Center for the Study of Private Market Economy, has been named 2005 Hoover National Fellow by the Hoover Institution on War, Revolution and Peace at Stanford University.

Founded in 1919 by Herbert Hoover, the Hoover Institution is a public policy research center devoted to advanced study of domestic and foreign politics, economics, and political economy, as well as international affairs. The strength of Hoover's research program lies in recruiting scholars of exceptional ability from the disciplines of economics, history, law, political science, and sociology. They work together, melding their individual expertise in an effort to understand interdisciplinary issues and shed light on important policy dilemmas of our time. The Institution’s W. Glenn Campbell and Rita Ricardo-Campbell National Fellows Program was established in 1971 to allow outstanding scholars to advance their professional careers with devoted time for original and significant research.

While at Hoover from January to March 2005, Dr. Libecap will work on water market institutional research as part of a book-length project. Libecap’s research will focus on the following: There is an increasing misallocation of fresh water in the American West. In Arizona, for example, about 60% of the water is in agriculture where its value often is far below its use in urban and environmental settings. Yet, voluntary reallocation of water through water markets is limited. More and more, business and economic growth will depend upon the reallocation of water to urban and environmental uses.

Upon being named a Hoover Fellow, Libecap commented, “I am honored to join a distinguished group of people at the Hoover Institution to help shape positive change around critical issues of public policy. In addition to unrestricted, focused research, this appointment gives me the opportunity to interact with other scholars to collect, study, debate, refine, and disseminate new ideas to define a free society.”
